The UTC’s High Coven is comprised of thousands of registered druid covens, forming the backbone of social, political, and military life. Seats are awarded to the covens based on a complex set of parameters measuring their power and influence within the state. The vast majority of covens only have a single seat because every registered coven is entitled to one vote, but the so-called Great Covens are those who hold a significant percentage.

The number of seats in the High Coven will wax and wane from era to era, but these days it’s made up of 17,513 seats – always an odd number to prevent ties – and Great Covens are those with over 1,000 seats.

With the recent redistribution of seats, and perhaps in response to our recent struggles against the entire Northern Apea region, the openly belligerent Sararit Coven has blown past this requirement to attain 1,349 seats.

While not the largest individual coven, it leads a large power bloc in Tomchaka politics that openly seeks war with the Protectorate to reclaim the Lwazi Peninsula and remove us from ‘their’ continent. When adding the seats of covens closely aligned to Sararit, they control 1,844 votes, over 10% of the High Coven.

Opposing their plans for war are the Shebella and Kebele Great Covens, controlling over 4,200 seats combined, who have expansive ties to countries in Erdashu, which is where most of the fighting would occur. These countries are terrified of war breaking out and have reportedly expended vast political capital with their patrons to keep the peace.

But the Sararit Coven has engaged in a soft war against us, and the Protectorate would have marched in years ago if situations didn’t keep springing up. Conflict is inevitable and my sources hint Sararit’s new status may be the final straw.
