Foregone City Expands Frontier Conditions

The City-Elders of Foregone City have announced a 50-year plan to urbanize and consolidate control over their continent, Bordeaux. Alarmed by the recent UCS-funded slave raids across distant regions, the goal is to transform Foregone from a tourist-minded city-state to the capital of a sprawling, cosmopolitan firryan nation capable of fulfilling their own needs.

In pursuit of this goal the City-Elders have petitioned the Protectorate for aid. While no nomadic tribe dares venture within a hundred miles of the city, Foregone’s expansion will eventually need to contend with them. The Protectorate will ensure the natural rights of the nomads are respected – unlike what the UCS is doing, because regardless of who’s a member state, the Protectorate will step in to prevent abuse.

Foregone City is also requesting assistance with infrastructure development and defense both from angered tribals and UCS raid. Many elves have firsthand knowledge of similar expansion efforts on Peldor.

The expansion will follow three major phases, which will be repeated until Bordeaux is secured.

Phase one is to send colonists to create settlements around key resources, mostly food in the beginning. These settlements will be the satellites for a future urban center, and Foregone City has many incentives to promote migration.

Phase two is to build those urban centers; towns and later cities. The satellite settlements will ensure they’re independent from Foregone. The firryans are prepared to negotiate sale of the land to foreign kingdoms, so long as firryans make up the majority population. The Peldak Senate will negotiate a colony of our own.

Phase three is to connect these networks of civilization. While most long-distance travel will be ocean-based, they want a grand highway forming a ring around the continent before further developing the interior.

These plans assume we win the coming war, which is a given.
